Kitui County is located 170Km to the South East of Nairobi City. It covers an area of about 30,496 km2. It borders Machakos and Makueni Counties to the West, Tana River County to the East, Taita-Taveta County to the South, and Embu and Tharaka- Nithi Counties to the North. it is about two and half hours’ drive from Nairobi and 30 minutes flight by a chopper. Population: 1,147,200 Female: 602,002 Male: 545,195 Growth Rate: 2.1% The Kitui Vision for Economic and Social Transformation Following its mandate as a County, The County Government of Kitui developed this long-term development blue print, “Kitui Vision for economic and social transformation” aimed at guiding its economic and social development for the next ten years up to the year 2025. The envisaged County long-term development blue print covers the economic and investment zones which were endorsed by stakeholders in November 2013.

Requirements of Appointment

For appointment to this grade, an officer must have:

1. Served in the grade of Deputy Director – Energy for a minimum period of three (3) years;


2. Bachelor’s degree in any of the following disciplines:- Energy, Chemistry, Biochemistry, Forestry, Agriculture, Environmental Science, Engineering (Mechanical, Chemical, Electrical, Energy) or its equivalent from a recognized institution;


3. Master’s degree in any of the following disciplines:- Energy, Chemistry, Biochemistry, Forestry, Agriculture, Environmental Science, Engineering (Mechanical, Chemical, Electrical, Energy) or its equivalent from a recognized institution;


4. Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;


5. Certificate in computer applications skills from a recognized institution; and


6. Demonstrated merit and ability as reflected in work performance and results.

Duties and responsibilities

Duties and responsibilities at this level will entail:

1. Initiating the development and review of relevant policies, by-laws, regulations and other instruments;


2. Planning and promotion of bio-energy, renewable energy technologies, energy efficiency and conservation and outreach programmes;


3. Coordinating private sector participation in production, distributing and promoting renewable energy technologies and marketing its products;


4. Undertaking collaborative research activities on new and emerging technologies, energy efficiency and conservation;


5. Coordinating outsourcing of consultancy services for implementation of renewable energy programmes;


6. Coordinating the supervision of contractors and consultants; and


7. Coordinating feasibility studies on harnessing of renewable energy resources.
