Job Description
Responsibilities
- Works with county governments, civil society, and community leaders, along with other relevant stakeholders, to facilitate the development of county-level pro-business policies with clear roles and responsibilities for all actors in the sanitation market.
- Identifies and collaborates with reform champions who will support the development of regulations, local by-laws, and effective coordination mechanisms.
- Engage different stakeholders including national and municipal governments, international donor/development partners, project partners, civil society organizations, and communities (including vulnerable population) to promote and ensure access to market-based sanitation and menstrual hygiene management (MHM) products and services. Works to increase the allocation of public domestic resources to the sanitation sector and facilitates access to private sector finance.
- Oversee activities with local partners related to strengthening the enabling environment component
- Contribute to and provide inputs for annual work plan, required project reports, baseline data, tools and indicators for monitoring and evaluation, collection / sharing of lessons learned.
- Liaise regularly with the COP and other senior technical staff to ensure coordination and synergies across all project components.
- Manages the Access to Finance Lead and the Policy/Training Coordinator.
Qualifications
- Bachelor's Degree and 12 years of experience, Master's degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
- 10 years’ substantive experience working with counterparts at various levels of government, private sector leaders, and other stakeholders in governance and accountability, policy reform and design. Experience with service delivery of sanitation needs and MHM policy implementation preferred.
- Experience in sanitation and/or related health services management preferred.
- Knowledgeable of the relationship between good governance and effective financial resource mobilization.
- Excellent leadership, coordination, and organizational awareness skills.
- Strong oral/written communication skills and ability to communicate at multiple levels in the organization
- Ability to build effective relationships with all clients, peers, and stakeholders.
- Ability to work hands-on, independently, and within teams.
- Excellent analytical, critical, and strategic thinking skills.
- Excellent report writing skills.
- Proficiency in English is required.
- Work experience in Kenya required.
