Job Description
The Nairobi Centre for International Arbitration (NCIA) was established in 2013 by an Act of Parliament the Nairobi Centre for International Arbitration Act No. 26 of 2013 as a Centre for promotion of international commercial arbitration and other alternative forms of dispute resolution.
NCIA is looking for qualified and competent person to take up the position of Principal Human Resource & Administration Officer.

As head of the Human Resource & Administration Unit the Principal Human Resource & Administration Officer – NCIA 3 will report to the Manager Corporate Support Services for the day-to-day operations of the Human Resource & Administration Unit.
Terms of Service: 5-year Contract renewable subject to Performance
Salary Scale: Min. Kshs. 210,900 to Max. Kshs. 273,900 (Monthly Gross pay)

Job Purpose: The job holder is responsible for the development, implementation and review of human resource management and administration policies, regulations, and procedures in line with the Centres strategy; vision, mission, and core values to attract and retain talented human capital for delivery of the Centre’s strategic objectives.
Key Responsibilities / Duties / Tasks
a) Developing, implementing, and reviewing of appropriate human resource policies, rules and regulations.
b) Providing effective organization and administration of the Human Resource Management and Administration services including appropriate human resource management policies, rules and regulations in Centre for effective performance and productivity.
c) Participating in recruitment, placement, training, and development of staff.
d) Coordinating the implementation of Performance Appraisal Systems.
e) Carrying out training needs assessment.
f) Undertaking human resource planning, communication, discipline, employee relations, remuneration and staff welfare.
g) Ensuring effective management of the payroll.
h) Undertake appropriate staff deployment.
i) Managing human resource and general information management systems.
j) Ensuring proper accommodation of staff within the Centre.
k) Preparing budget for personnel emoluments and administrative services.
l) Controlling and monitoring location and movement of equipment.
m) Offering counseling services to staff.
n) Coordinating security operations within Centre premises.
o) Overseeing daily and weekly cleaning of offices and compounds.
p) Overseeing maintenance and provision of transport.
q) Providing cross-functional administrative services.
Qualifications
For appointment to this grade, an officer must have: –
(i) Served in the grade of Senior Human Resource and Administration Officer for a minimum period of three (3) years.
OR
Have relevant working experience of at least seven (7) years with a minimum of five (5) years in a senior management position in public or private organization.
(ii) Bachelor’s degree in any of the following disciplines: – Human Resource Management, Public Administration, Business Administration, or its equivalent qualification from a recognized institution.
(iii) A post-graduate degree in a relevant field.
(iv) Attended a Strategic Leadership Development Programme lasting not less than six (6) weeks in a recognized institution or its equivalent qualification from a recognized institution.
(v) Have met all the requirements of Chapter six (6) of the Constitution of Kenya.
(vi) A Certified Human Resource Professional (CHRP).
(vii) Be a member of a recognized professional body in good standing.
