Job Description

Kitui County is located 170Km to the South East of Nairobi City. It covers an area of about 30,496 km2. It borders Machakos and Makueni Counties to the West, Tana River County to the East, Taita-Taveta County to the South, and Embu and Tharaka- Nithi Counties to the North. it is about two and half hours’ drive from Nairobi and 30 minutes flight by a chopper. Population: 1,147,200 Female: 602,002 Male: 545,195 Growth Rate: 2.1% The Kitui Vision for Economic and Social Transformation Following its mandate as a County, The County Government of Kitui developed this long-term development blue print, “Kitui Vision for economic and social transformation” aimed at guiding its economic and social development for the next ten years up to the year 2025. The envisaged County long-term development blue print covers the economic and investment zones which were endorsed by stakeholders in November 2013.

Requirements of Appointment

For appointment to this grade, an officer must have:

1. Served in the grade of Assistant Director – Energy for a minimum period of three (3) years;


2. Bachelor’s degree in any of the following disciplines:- Energy, Chemistry, Biochemistry, Forestry, Agriculture, Environmental Science, Engineering (Mechanical, Chemical, Electrical, Energy) or its equivalent from a university recognized institution;


3. Master’s degree in any of the following disciplines:- Energy, Chemistry, Biochemistry, Forestry, Agriculture, Environmental Science, Engineering (Mechanical, Chemical, Electrical, Energy) or its equivalent qualification from a recognized institution;


4. Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;


5. Certificate in computer applications skills from a recognized institution; and


6. Demonstrated merit and ability as reflected in work performance and results.

Duties and Responsibilities

Duties and responsibilities at this level will include:

1. Developing and appraising alternative energy technologies, energy efficiency and conservation and bio-energy programmes and projects;


2. Undertaking feasibility studies to harness renewable energy resources;


3. Supporting private sector participation in production, distribution and marketing of renewable energy technologies;


4. Identifying and initiating programmes and projects in renewable energy as well as collaborative research activities;


5. Advising investors on the statutory requirements and procedures for investment and implementation of renewable energy programmes and projects;


6. Initiating the mainstreaming of climate change mitigation and adaptation in renewable energy development;


7. Initiating the preparation of terms of reference (TORs) for outsourcing expertise and resources for implementing renewable energy programmes; and


8. Mentoring, coaching and managing performance of staff.
