OVC DREAMS – Tumikia Mtoto Project


We are seeking highly competent and outstanding individuals to fill the following position:


Job Title: Technical Lead (OVC Service Delivery) – Tumikia Mtoto Project


Reporting to: Deputy Chief of Party


Work Location: Nairobi / Kiambu


Purpose of position: Technical Lead – OVC Service Delivery will provide technical guidance in the implementation of the Tumikia Mtoto OVC DREAMS Project by working closely with all technical leads to ensure delivery on each domain as outlined in the PEPFAR guidelines (Healthy, Safe, Schooled and Stable).


The job holder will ensure strong linkages with health and other social services delivery points that relates to community and families and shall apply evidence-based social service delivery approaches to ensure that all activities are responsive to the needs of the intended beneficiaries, in support of World Vision’s work of serving the most vulnerable.


Major Responsibilities


Technical Support and Program management & Coordination 45%



  • Provide technical support and leadership in the implementation of the OVC package of services in line with World Vision Kenya and USAID/PEPFAR requirement to achieve the expected results

  • Identify existing community-based support services for OVC and facilitate the development of an effective referral network and services to ensure a continuum of care

  • Support periodic joint support supervision visits with other technical Lead to Local Implementing Partners/OVC households

  • Guide budgetary allocation to support provision of tangible services to specific OVC population, including school fees, scholastic material as per need

  • Analyze and evaluate project performance and proactively identify issues and concerns and use participatory processes to overcome implementation obstacles

  • Ensure compliance with Child and adult Safeguarding Protocols by all project staff and Local Implementing partners provide orientation and training for staff and LIPs to commit and adhere to same.

  • Ensure the development, implementation and monitoring of household level case plan achievement and develop CQI interventions to address the gaps

  • Oversee coaching and mentorship for LIPs on Case Management Process, ensuring that OVC achieve bench marks for graduation and transition

  • Strengthen the role of the DCS to be effective and responsive to OVC needs


Design, Monitoring, Evaluation, Reporting and Learning 25%



  • Work with the Monitoring Evaluation & Learning (MEL) unit and partners to Improve data management for OVC and their caregivers; ensure availability of case management data tools, timely data entry to CPMIS, DATIM

  • Support the development of the monitoring and evaluation plan

  • Ensure data quality integration of different components within the project

  • Ensure that Local Implementing Partners are supported and mentored to monitor and to provide timely age appropriate and quality services to OVC and their households

  • Guide the development of capacity building package for community workforce (VCO, CHVs, CMMs)

  • Support the timely preparation of periodic reports and project documents in line with the donor and world vision standards

  • Work closely with the other technical leads to ensure that all services provided in the different components are captured in the case plans and involve all leads to understand their contribution in the process of case management and benchmark achievements.

  • In liaison with the project management team and technical leads, assign realistic target and budgets to Local Implementing Partner (LIP)s for all required and customized indicators

  • Ensure case management documentation and reporting (including tracking and monitoring services provided to OVC on monthly basis)

  • Strengthen the use of service directory at the LIP level to ensure OVC access required services.

  • Support the DCS, AACs and LIPs to use CPIMS to improve data collection and reporting for evidence-based decision making

  • Support the development of key project documents, including timely annual work plan, periodic and adhoc donor and organization progress reports


Advocacy, Partnerships, Engagement & Networking 15%



  • Coordinate stakeholder mapping to understand different stakeholders and what they are providing to avoid duplication at the point of service delivery

  • Co-ordinate with other WVK programs, other NGOs and County government in the area to ensure complementarity of approaches, including leveraging social protection services for OVC and their households

  • Engage relevant GOK line ministries and other stakeholders to plan, implement and monitor OVC services to foster the spirit of sustainability

  • Participate in relevant county level thematic Technical working groups with NGOs and other OVC actors to influence policy review and implementation

  • Participate in County OVC stakeholder forums for coordination and collaboration

  • Participate in the Annual County Government’s Planning and Budgeting process and influence resource allocation to the priority needs of the most vulnerable groups

  • Ensure that Program participants and partners are kept informed of all the Government laws and policies in respect any impact caused or to be caused by the government laws, policies and budgets


Team Management 5%



  • Ensure all technical leads and program staff are well supported and there is effective coordination for staff to deliver

  • Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships that support spiritual development of the team

  • Provide technical supervision to the Program Coordinator(s)

  • In close collaboration with People & Culture department, ensure right program staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development

  • Support professional development for supervisees through on job training, off site training among others

  • Facilitate capacity building of staff on technical modules, through trainings, workshops, On the Job Training, coaching, mentorship and technical backstopping

  • Ensure staff participate in morning devotions and are supported to grow spiritually

  • Ensure accountability and performance management including consequence management where necessary


Other 5%



  • Perform any other duties as may be assigned by the supervisor or designee from time to time

  • Attend and lead daily devotions.


Knowledge, Skills and Abilities



  • Bachelor degree in Social Sciences, Health, Gender, Counselling Psychology or related field. A Master’s degree will be an added advantage.

  • Minimum of Seven (7) years’ experience in implementing OVC programs in a development context in USG PEPFAR funded project, preferably with INGO in Kenya. Four (4) of which must be at a managerial position

  • Experience with social services systems strengthening and social services project design, implementation, reporting and evaluation

  • In-depth understanding of donor expectations for program results, outcomes, impact, and reporting

  • Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level

  • Comprehensive knowledge of case management, community-facility linkages, integration of multiple programmes and activities across the continuum of care

  • Experience in managing sub recipients

  • Demonstrated skills in collaborative engagement, program planning, knowledge management, facilitation, networking and communication

  • Experience in participatory action planning and engagement of stakeholders at various levels

  • Ability to plan and manage work in a logical manner

  • Proven leadership and ability to build and motivate diverse and talented teams

  • Cross-cultural sensitivity, and emotional maturity

  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform

  • Good negotiation skills
